Here's a few web sites that you may find useful

Comprehensive Information

These sites provide a wealth of information, help, advice etceteras. Always the first places to look.

http://www.gwybodiadur.co.uk/
Harry Campbell's excellent Gwybodiadur - A Welsh Informationary. If it's not on Harry's site then he can tell you where to find it together with unbiased advice to help you choose your resource.
http://www.bbc.co.uk/wales/learnwelsh/
The Beeb has long been a major player in Welsh learning. I've seen Welsh Course notes from the BBC dated in the early 1950's (well before the successes of the Welsh Language movement) and I'm sure these are not the first. It is no surprise then how good this site is. There's an on-line dictionary, a spelling checker, mutation checker, courses at various levels, Welsh grammar, exercises, competitions, message boards... the list is endless.
http://www.acen.co.uk
Acen began in 1989 as a project within S4C - the Welsh fourth television channel - to teach Welsh to adults through the "Now You're Talking" series. Today, the company has become a limited company in its own right and runs its services from its offices in the centre of Cardiff. The company motto is "Yn gwasanaethu dysgwyr y Gymraeg" - Serving Welsh learners.

On-line Courses

There are many on-line courses presented in a number of ways. Which is best really depends on what works for you

http://www.cs.cf.ac.uk/fun/welsh/

http://www.swan.ac.uk/dace/e-wlpan/
This E-wlpan course from the University of Wales Swansea complements Cwrs Wlpan De-Orllewin Cymru - the coursebook widely used in intensive Welsh classes for beginners in South-west Wales.
http://www.e-addysg.com
The University of Wales, Lampeter provide a large range of on-line courses including Camu, a Welsh language course that is a pathway into Higher Education.
http://www.learn.cd/
Goleg Digidol Cymru (the Welsh Digital College) provide courses in a wide range of subjects. They suggest that the audio visual courses are for broadband users only, but I have found that if you have a little patience and wait for the download to complete there is no problem using my 64kb home Highway Link. The Welsh language courses here have been produced by Acen. I found them a little too easy (and it was a little incongruous to see what was clearly Acen's offices being used as a film set for a film set in a hotel!) but they are good for the very beginner.
http://www.wjec.co.uk/welsh_adults.html
No courses here, but a selection of past exam papers have been published by the Welsh Joint Education Council.

A 60,000-word English–Welsh and Welsh–English searchable online dictionary, with RealAudio clips of 1,200 often-used words, part of the exciting new Learn Welsh area of the BBC website. “Try looking up ‘show’. The dictionary knows this can be both a noun (sioe) and verb (dangos and arddangos). When you click on ‘CONJ’ (conjugate) for either verb, you’ll see the 20-or-so verb forms as you’d hear them in both north and south Wales. Originally it did not recognise mutated words but trying them now it seems to work.

Chat groups

Sign up with these chat groups and practice your Welsh, or just sit back and let the language wash over you

http://groups.yahoo.com/group/ClwbMaluCachu/
"Clwb Malu Cachu is for Welsh learners, Welsh speakers, people who would like to learn Welsh and, of course, anyone who simply likes the look of it. Just think of Clwb Malu Cachu as the email equivalent of a leisurely pint and bag of pork scratchings at your local pub, Ol' Jim's Sumptuous Ferret Emporium." I reckon that says it all. This is probably my favourite Welsh Chat site. There's also CMC's sister site, http://www.clwbmalucachu.co.uk with short stories, cheat sheets audio files, and much much more, you'll even find how to swear in Welsh.
